SPECIAL SESSION NO. 4


6:15 P.M.  Mayor Rhoads called Special Session No.4 to order.

Invocation – Mayor Rhoads

City Manager Steve Arbo, and City Attorney Teresa Williams

PUBLIC COMMENTS:
    Ms. Rita Madison would like to see the old post office become a historical museum so that more senior citizens in Lee’s Summit could and would come to downtown Lee’s Summit to take part in the history of Lee’ s Summit.

COUNCIL COMMENTS:
Councilmember Whitley stated he appreciated the comment from Mr. Madison and will take that in to consideration.

1.    DISCUSSION of an April, 2013, special election for three general obligation bonds.

A.    SUBSTITUTE BILL NO. 13-05 AN ORDINANCE CALLING A SPECIAL ELECTION ON THREE GENERAL OBLIGATION BOND QUESTIONS IN THE CITY OF LEE'S SUMMIT, MISSOURI.
COUNCIL ACTION:  On motion of Mayor Pro Tem Gray, second by Councilmember Cockrell, for second reading of Substitute Bill No. 13-05.

On motion of Councilmember Johnson, second by Councilmember Gray, the Council voted 6 “Aye”, 1 “No” (Councilmember Cockrell), 1 “Absent” (Councilmember Hofmann)  to phase in the parking lot spaces for the Legacy Park Amphitheatre at the discretion of Council once staff has determined the necessity to do so.

On motion of Councilmember Mosby, second by Councilmember Binney, the Council voted 4 “Aye”, 3 “No” (Councilmember Cockrell, Johnson and Holland), 1 “Absent” (Councilmember Cockrell) to amend Substitute Bill No. 13-05 by combining Question 2 and 3  to be just Question 2, to read as follows:

Question 2:  Shall the Shall the City of Lee's Summit, Missouri, issue its general obligation bonds in the amount of $4,600,000 for the purpose of constructing road improvements and sidewalks, including rehabilitating existing road improvements, constructing sidewalks, curbs, and enclosed storm drainage facilities for Orchard Street and paved shoulders for Pryor Road?


Council voted unanimously for second reading.

On motion of Mayor Pro-Tem Gray, second by Councilmember Cockrell, the Council voted unanimously to approve and numbered ORDINANCE NO. 7281.

Mayor Pro-Tem Gray thanked Council for their efforts on this project and being able to move this item forward.  He would like Council to look at A

On motion of Mayro Pro Tem Gray, second by Councilmember Mosby, the Council voted unanimously (Councilmember Hofmann “Absent”) to direct the City Manager to identify funds using the Interfund Loan Program for the rehabilitation and operating costs of Arnold Hall and operating costs for the old City Hall building for the purpose supporting arts and cultural and to return with a recommendation to the City Council within 60 days.

COUNCIL ROUNDTABLE:
Councilmember Binney thanked Councilmember Holland for his leadership with the CIP Committee and bringing these matters forward in the interest of the City.

Mayor Pro-Tem Gray asked Councilmember Holland to work with the City Manager on the Interfund Loan request.

Councilmember Mosby is glad to see Council moving forward on the Bond projects.

Mayor Rhoads thanked Mayor Pro Gray for presiding over the Council meeting last week. Mayor’s Character Breakfast is next Thursday at the John Knox Pavilion from 7pm – 9pm. He invited everyone to attend.

Councilmember Cockrell noted a conversation he had with a citizen and the LS Engage website and possibly using a zip code requirements to so they can be sorted later if needed.  

ADJOURNMENT:  There being no further business, Mayor Rhoads ADJOURNED the January 17, 2013, Special Session at 7:35 p.m.
