CALL TO ORDER
In the absence of Mayor Rhoads, Mayor Pro Tem Binney called the meeting to order at 6:25 p.m.

APPROVAL OF AGENDA
Mayor Pro Tem Binney added Item 3.A.1. to the agenda, which was reconsideration of previous Council action. On motion of Councilmember Faith, second by Councilmember Seif, the Council voted uaninmously (Councilmember Mosby "absent"), to APPROVE the revised agenda.

This matter was approved as  amended
1. PUBLIC COMMENTS:
The following people addressed the Council:

Kent Reeder, 256 SE Sumpter, discussed the Recall Petition for Councilmember  Moreno.

John Lovell, 3167 SW Rockbridge Drive, represented the Longview Alliance group.
Pat Hanssen, 315 SE Willow Way, appreciated the lighting downtown and thanked the Parks Department.

Bob Johnson, 1000 NE Remington Court, addressed tax incentives and abatements.
2. COUNCIL COMMENTS:
Councilmember Moreno thanked the audience for supporting the New Longview  development.
3. APPROVAL OF CONSENT AGENDA:
A. 2016-0725     Approval of Action Letters from November 3rd and 17th, 2016.

This matter was approved unanimously (Councilmember Mosby "absent").
B. 2016-0730     MAYOR'S APPOINTMENTS:

Board of Adjustments: Reappont Mike Atcheson, term to expire 12-17-21.

Board of Appeals: Reappoint Robert Crance, Steve Patterson and Pam Schleiden, terms to expire 12-1-19.

Human Services Advisory Board: Appoint Rachel Segobia, term to expire 01-20-19.
Tax Increment Financing Commission: Appoint Tim Shrout and James Freeman, terms to expire 12-15-20.

This matter was approved unanimously ( Councilmember Mosby "absent").

C. 2016-0731     Approval of Type G-3 and S Liquor License for Jazzy B's, 1803 NE Colbern Road.

This Liquor License was approved unanimously ( Councilmember Mosby "absent").
3.1A     Motion to Reconsider Previous Action
Following a public hearing at the November 17, 2016, City Council meeting, the motion to direct Staff to present an ordinance to approve Application

#PL2016-167 FAILED on a vote of 3 "aye", 4 "nay", 1 "absent.

With the earlier amendment to the agenda to include this item, Councilmember Seif moved to RECONSIDER the previous action for the public hearing on Application #PL2016-167 for preliminary development plan at New Longview Commercial Phase II, approximately 13 acres located at the southeast corner of SW Fascination Dr and SW Longview Blvd; Box Real Estate Development, applicant; and, that Staff be directed to DRAFT AN ORDINANCE approving the PDP, subject to Staff's letter of November 16, 2016, with the six conditions.  Motion was seconded by Councilmember Faith and passed unanimously (Councilmember Mosby "absent").

NOTE: Councilmember Seif was on the prevailing side of the original motion so was able to move for reconsideration.
4. PROPOSED ORDINANCES:
A. BILL NO. 16-248
AN ORDINANCE DECLARING THE RESULTS OF THE NOVEMBER 8, 2016, SPECIAL ELECTION FOR THE CITY OF LEE'S SUMMIT, MISSOURI.

A motion was made by Councilmember Carlyle, seconded by Councilmember Forte, that this proposed bill be adopted and numbered Ordinance No. 8024. The motion carried by the following vote:
Aye: 7 -
Councilmember Binney
Councilmember Carlyle
Councilmember Edson
Councilmember Faith
Councilmember Forte
Councilmember Moreno
Councilmember Seif

Absent: 2 -
Mayor Rhoads
Councilmember Mosby

B. BILL NO. 16-249

AN ORDINANCE AUTHORIZING THE EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF GREENWOOD, MISSOURI AND THE CITY OF LEE’S SUMMIT, MISSOURI FOR FIRE TRAINING. (PSAB 11-15-16)

A motion was made by Councilmember Edson, seconded by Councilmember Seif, that this proposed bill be adopted and numbered Ordinance No. 8025. The motion carried by the following vote:

Councilmember Binney
Councilmember Carlyle
Councilmember Edson
Councilmember Faith
Councilmember Forte
Councilmember Moreno
Councilmember Seif

C. BILL NO. 16-250
AN ORDINANCE APPROVING THE TAX INCREMENT FINANCING CONTRACT BETWEEN THE CITY OF LEE’S SUMMIT AND M-III LONGVIEW, LLC, FOR THE NEW LONGVIEW TAX INCREMENT FINANCING PLAN AND THE SECOND AMENDED AND RESTATED LONGVIEW FARM TAX INCREMENT FINANCING PLAN.

A motion was made by Councilmember Faith, seconded by Councilmember Forte, that this proposed bill be adopted and numbered Ordinance No. 8026. The motion carried by the following vote:
Aye: 7 -
Councilmember Binney
Councilmember Carlyle
Councilmember Edson
Councilmember Faith
Councilmember Forte
Councilmember Moreno
Councilmember Seif

Absent: 2 -
Mayor Rhoads
Councilmember Mosby
