With more than 15 years of professional human resources experience, the City of Lee’s Summit is pleased to announce the appointment of Denise Kelly as the director of the Human Resources Department for the organization.
Kelly will begin her duties at the City on Friday, August 1.

Lee’s Summit City Manager Stephen Arbo said, “Ms. Kelly will play an important role in connecting our employees to the City organization through our human resource services and programs. She knows how to listen to the needs of others and finds a way to create successful outcomes. She will be a good fit in our culture of support and community service. We are glad that she has agreed to be a part of our team.”
Lee’s Summit Assistant City Manager Daren Fristoe added, “Ms. Kelly brings to our team additional depth of both public and private sector experience. During the last year, we have worked to redefine the role of our Human Resources Department in more expansive ways. Ms. Kelly will continue that process in her new leadership capacity.”
In her position with the organization, Kelly will be responsible for the supervision of employee relations and development; staffing; payroll, compensation, and benefits administration; safety; progressive discipline; and personnel policies and procedures.
She will report to Assistant City Manager Fristoe who served as the director of the Human Resources Department for the last year and will remain involved in key directives of the Human Resources Department.
Kelly’s impressive professional human resources experience includes leadership roles in both the private and public sector. Most recently, she served as director of Human Capital Management for the Kansas City Public School District. Prior to that role, she worked for Mazuma Credit Union and Saint Luke’s Shawnee Mission Health System.
An 18-year resident of Lee’s Summit, Ms. Kelly has been active in her profession and her community, through service and membership with the Society of Human Resource Management (SHRM) both national and Kansas City Missouri chapters; the National Association of African Americans in Human Resources - Kansas City Chapter (NAAAHRKC), where she served as president; the Women’s Association of Credit Union Leaders; the 2014 Lee’s Summit Dr. Martin Luther King Jr. Celebration Planning Committee; the board of directors of the Eason Academy; and an advisory board member for the Academy of Finance.
Ms. Kelly earned her Master of Business Administration from Baker University and her Bachelor of Science Degree from the University of Missouri.
She is married to Ted Kelly, the owner and operator of a local barber salon. They have three daughters, Monique, a claims representative for a large insurance company; Erin, presently working toward a doctorate in Neurobiology; and Alyce, a quality assurance manager for a large food manufacturing plant; and three grandchildren Morgan, Bryce, and Chase.
