Lee's Summit City Council Adopts Fiscal Year 2011-12 Budget

The Lee’s Summit City Council adopted the Fiscal Year 2011-12 Municipal Budget last night during the June 16 City Council meeting. The total budget for the general fund is $58.3 million for Fiscal Year 2011-12 as compared to the $59.7 million budget projected for fiscal year 2010-11. The 2011-12 budget becomes effective July 1, 2011.
“Our goal in preparing the budget was to maintain the current levels of public safety, public works, and other important municipal services while bringing our operating costs down to what we can expect to see in future revenues,” said Lee’s Summit City Manager Stephen Arbo. “We are able to continue funding the additional 21 police officers who have been hired during the last three years, despite flat revenue growth. Providing a safe environment for our community is an important goal of our Mayor and City Council.”
The budget contains funding to continue the strategies identified in the Lee’s Summit 360°: Charting Tomorrow Strategic Plan, the City’s third strategic planning process. One of those projects is a “branding study” to bring a consistent brand identity to the community.
The budget will also fund the South M-291/50 Highway, M-150 and the View High/Interstate 470 corridor studies related to the City Council Goals of exploring ways to revitalize these major gateways into our community and to encourage businesses and corporations to invest, re-invest and expand in Lee’s Summit.
The budget includes expansions in the Administration and Police departments. A human resources generalist position will be added to Human Resources and will have responsibilities associated with all facets of human resources functions. The Animal Control Division will add an animal control officer as well as upgrade a position to animal control supervisor. The budget includes implementation of Phase I of the Compensation and Benefit Study recommendation to pay for a 2% market adjustment for 83 employees who have five or more continuous years of service in their current job positions and whose salaries fall at least 5% below the market midpoint.
We will continue to work on major initiatives funded by the 2010-11 budget including the following:
The City’s new software system, known as Evolution C3, to replace the City’s 25-year-old software used for Finance, Purchasing, Human Resources, Budgeting and Water Utilities billing is progressing. About $1.8 million of the $3.85 million cost for the new software system is being offset by one-time telecommunications tax settlements for the City.
The advancement of $1.4 million for Exergonix to purchase the 83-acre site owned by Pfizer for the innovative energy solutions company’s headquarters.
The work associated with several of the No-Tax Increase Bond Initiatives approved by voters in 2010.
Among those projects: Design phase of the Tudor Road Construction from Douglas to Ward Road Design phase of the Strother Road Reconstruction from I-470 to Lee’s Summit Road Continuation of sidewalk repairs as well as the replacement of thousands of feet of deteriorating curbs and gutters on residential streets citywide Implementation of Emergency Radio System upgrade for Public Safety Design & Construction of Police Facilities Improvements
