The proposed ordinance regarding minors in possession of tobacco wasn’t the only controversial item on the agenda for the October 7 City Council Meeting. (See “For Now, Teens Won’t Be Cited for Smoking, page 1) A few other topics garnered hearty discussion among council members and city staff.

Bill No. 10-106 was an ordinance granting a Special Use Permit for a telecommunications tower for the Department of Homeland Security at 150 NW Space Center Loop. City staff had recommended the tower be approved for a fifty-year period. According to a memo from the Department of Planning and Development, staff would normally recommend 15-20 years for a new telecommunications tower permit; but they felt because this tower is of limited height and is in a wooded area, a 50-year period. Councilmember Johnson asked if one reason for the 50-year period is because the applicant is a governmental agency, and stated that “two-and-a-half times normal is a little much.” The bill passed after discussion and a motion, amending the time limit to 20-years.

Considerable time was devoted to discussing the recognition process for the Lee’s Summit Police Officers Association (LSPOA) to become a formal bargaining group under the Fraternal Order of Police. The police officers have worked toward forming a bargaining unit for some time. At this point, the apparent sole unresolved item is simply whether the police sergeants should be allowed to be in the same group with police officers, as the police department wishes. The fire department captains are front-line supervisors, much like police sergeants, and they are in the same unit as fire fighters. City staff wants the sergeants to be in a separate unit, largely because of their supervisory responsibilities.  By the end of the discussion, city staff had not convinced the city council that sergeants should be in a separate unit.  The discussion will resume at the next City Council Work Session, which begins at 5:30 p.m. on Thursday, October 14.
