Lee’s Summit Man Accused Of Sexual Relations With A Student

According to the Probable Cause Statement Independence Police Department received a call to William Chrisman High School on August 20 to investigate a possible sex offense. Upon arrival they contacted the 14-year-old victim and the reporting party along with school officials.
During the meeting, the reporting party explained that on August 19 his wife intercepted a thread of Facebook chats that included the victim and her band teacher identified as James Owens, a white male.
The reporting party advised that the messages kept coming up indicating that the conversation was “live.” The reporting party also advised that past chats with Owens were read and it was discovered that the chats contained sexually explicit and inappropriate messages from Owens.
Also during this meeting, the school counselor, Angela Ottolini, conducted a brief interview with the victim. The victim advised that she had been involved in a romantic relationship with Owens since March. She advised that the relationship involved kissing and touching and that the contact occurred in the school, sometimes in the band room.
Independence Police started conducting the investigation by reviewing the archived chat log of the victim’s Facebook page after receiving permission from the reporting party. As he read the chat log he noticed that on at least two occasions the chats indicated sexual contact.
The police continued the investigation and obtained consent to search the victim’s cell phone. They discovered that the victim and Owens had been communicating by text messaging and phone calls in addition to the Facebook messages.
The victim admitted that some of the messages she exchanged with Owens were sexual in nature and she also admitted to kissing Owens on school property.
Independence Police also interviewed Owens’s wife. She stated that she travels quite often and she and her husband only have cellular telephones.
On August 25, Owens was escorted to a third floor interview room where he was advised of his rights under Miranda. Owns stated that he wanted an attorney so the interview concluded.
The Amended Complaint states that Owens committed the Felony of Enticement of a Child and the Class A Misdemeanor of Child Molestation in the Second Degree.
