Lee’s Summit Man Charged In Sexual Misconduct Case

Garret N. Winchel, 20, of Lee’s Summit has been charged attempting to coerce a child under 15 to expose themselves in text messages, Jackson County Prosecutor Jean Peters Baker announced today. According to court records, Winchel told police he had flirted with a girl whom he knew was in middle school and had asked her to send him photos of her breasts.

Lee’s Summit Police Department Public Information Officer, Sgt Chris Depue said in a news release that “The investigation began on April 15th when school officials were given information that female students at a Lee’s Summit middle school were involved in the transmission of inappropriate text messages with a guest speaker who had done a presentation in a physical education class.  School district staff immediately notified the officer assigned to the school and an investigation was launched.  During the investigation, it was learned that Winchel had been at the middle school to conduct a guest presentation on physical fitness.  According to school district officials, the defendant is a member of one of several groups that present fitness and healthy lifestyle information to students. Throughout these presentations, the volunteer presenters are supervised by teachers and are not allowed to be alone with students at any time.”

Winchel, a 2011 graduate of Lee’s Summit West High School was a Goal Keeper on the Soccer Team and in 2008 received honorable mention at the position for the Boys Class 3 Western Region.

In the course of the physical fitness presentations Winchel made at the middle school he became acquainted with several young female students. According to the Probable Cause Statement, a 13 year old student told officials that she had been having contact with Winchel for a couple of weeks on Instagram. She stated that Winchel had posted a comment on Instagram asking everyone to text him and listed his phone number. Winchel was requesting people to text their “TBH” (To Be Honest) rating of him. This student stated that after texting her rating; she and Winchel then began texting back and forth. Winchel sent inappropriate texts including a request that she send topless photos of herself.

Also in the Probable Cause Statement a 12 year old female student stated that she and Winchel had exchanged several text messages over several days. Several of the text messages were inappropriate including texts where Winchel requested the 12 year old to send nude photos of  herself. Officials were able to view these messages on her phone.

At least two other 14 year old girls also exchanged text messages with Winchel, received similar requests for nude pictures and offered the same of himself. Winchel also talked about having sex with at least one of the girls and asked where she lived.

This more detailed information from the Probable Cause Statement is included for parental information and awareness.

When interviewed by the LSPD, Winchel admitted to texting, ‘flirting’ and inappropriate messages with two of the young girls.

Prosecutors requested a bond of $50,000/10 percent and no contact with children under 17. He has since posted bond and has been released from the Lee’s Summit detention center.

Since this story first broke, the LS Tribune has received several inquiries from parents with similar questions,  “My daughter is an 8th grade student at Summit Lakes Middle School. Just found out on Fox 4 News that a young man was arrested for sexual misconduct (sexting) some young girls at the school after he was a guest visitor in the gym class a while ago. What is most disturbing is that I have not received any kind of notification from the school or school district.

When the Tribune asked the LS R-7 District in an email inquiry, we received the following statement:

“A staff member at the school who learned of possible inappropriate contacts made to our students immediately contacted school administration and the school resource officer. We appreciate the support of our parents and the cooperation of our students as they worked with the police officers during this investigation. We are also grateful to the Lee's Summit Police Department for their quick actions and thorough investigation into this matter.
