Sheriff's deputy receives Medal of Valor after chase

On Tuesday, Jan. 4, 2011, the Carroll County, Missouri Sheriff’s Office notified Missouri law enforcement agencies that a person of interest had fled the scene of a homicide in Carrollton.
Carroll County authorities considered this person to be armed with a long gun and considered dangerous. On the afternoon of that same day, the Independence Police Department began pursuing a Ford Ranger, the vehicle associated with this person of interest. As they were quickly approaching the east city limits, officers made the decision to seek assistance from the Sheriff’s Office.
Deputies began reacting to the call for assistance. Deputy Jeff Carpenter, as one of several responding deputies, made the decision to attempt to intercept the pursuit by driving North bound on Owens School Road between Truman and Pink Hill Roads.
As Carpenter approached the intersection of Flynn and Owens School Roads from the South, he observed the Ford Ranger approach the same intersection from the west. Unknown to Deputy Carpenter at that time, the suspect had just intentionally rammed the driver’s side of an Independence Police vehicle causing injury to the Sergeant operating the vehicle. The truck had also been mechanically disabled during the crash but had managed to continue to travel east on Flynn Road in the effort to escape.
Although assisting units had not yet arrived to assist in the apprehension of the suspect, Carpenter left his patrol car, drew his handgun and began attempts to verbally direct the suspect to surrender. Refusing to obey Carpenter’s commands, the suspect chose instead to raise and point a shotgun toward Carpenter. Quickly realizing the lethal threat now offered by the suspect, Carpenter discharged his handgun striking the windshield of the vehicle. The gunfire and bullet strikes to the glass caused the suspect to surrender.
Carpenter then continued to provide cover as officers of the Independence Police Department arrived and advanced upon the suspect to secure his apprehension.
The suspect was later charged in the apparent shotgun killing of his own brother while in Carrollton. This was the same shotgun the suspect used to threaten Carpenter.
For his quick response to a call for assistance and the disregard for his own personal safety, Carpenter aided in the prevention of the escape and apprehension of the homicide suspect.
