According to the probable cause statement on 11/18/2019, officers with the Lee’s Summit Police Department were dispatched to Our Lady of the Presentation Early Childhood Center (100 NW Murray Rd, Lee’s Summit Jackson County, MO) on a reported party armed inside the school.

Dispatch advised that a male armed with a handgun was refusing to leave, and that the school and students were on lockdown.

Officers arrived and located a male matching the description of the suspect inside the front doors of the school. He was taken into custody and identified as Phil Spurgeon. Officers located a Glock 19 9mm handgun on a table near Phil. The firearm was loaded with 14 rounds in the magazine and one round in the chamber. Phil was placed under arrest.

A search of Phil’s person revealed one spent 9mm round, and a second magazine loaded with nine rounds in Phil’s left jacket pocket.

A witness stated said the male entered the building through the front door. They said he sat on a couch near the door and was asked him to leave, the male told stated “you don’t want me to do that”. The witness said he had his right hand in his jacket pocket and they could see that he was holding a gun.

A LS police detective then recovered and reviewed the video surveillance from the school. The video showed Phil enter the front door of the school at 1058 hours. It showed school staff convince Phil to go back to the front vestibule, where he waited between the two sets of double doors. The video then showed officers arrive on scene and give orders to Phil. Phil responded by placing a handgun on a table in the vestibule.

Our Lady of the Presentation Early Childhood Center is a preschool that is part of the Our Lady of the Presentation Catholic School system and campus. At the time of the incident, 161 children ages 1-5 and 25 staff members were inside the school.
