The Lee’s Summit City Council met November 19 to discuss these issues.
2025 Legislative Intergovernmental Program
City Council passed a resolution adopting the 2025 Legislative Intergovernmental Program legislative priorities developed by the council’s Legislative and Intergovernmental Relations Committee, and authorizes the City and its designees to communicate those priorities to state elected officials. 2025 priorities include increased funding for right-of-way maintenance and litter clean up, funding for priority transportation projects including Interstate 470 and Third Street and Highway 50 improvements, workforce development partnerships and support for local and regional efforts for the 2026 FIFA World Cup.
ARPA Grant Funding
City Council passed a resolution to repeal and replace Resolution 24-14 with a new resolution authorizing additional funds to the Lee’s Summit Water Utilities and Public Works department’s application for grant funding from the Missouri Department of Natural Resources for the State of Missouri American Rescue Plan Act (ARPA) for water infrastructure community programs. This comes from the Missouri legislature appropriation of $410 million of state ARPA funds in fiscal year 2023 to invest in the state’s water infrastructure.
In 2022, Resolution 22-14 authorized the City to receive $3,750,612.74 in ARPA grant funding for stormwater projects. The federal fiscal year-end funding sweep of unspent grant money made $795,387.50 of additional grant funding available. The City of Lee’s Summit has been awarded a revised total amount of $4,546,000.00 in grant funds for the construction of the East Fork Little Blue Area 2 Stormwater Project and the EFLB Area 3 and Area 4 Stormwater Project.
Economic Development Council PSA
The City Council approved a Public Service Agreement between the City of Lee’s Summit and the Lee’s Summit Economic Development Council. The PSA is for services to be provided to the City including the promotion of general economic welfare, participation in development discussions, community asset advocacy and assistance in expanding and diversifying the economic base of Lee’s Summit through the attraction and retention of business and industry. The City will pay the LSEDC $200,000 for the initial term that runs until June 30, 2025, $250,000 for the first one-year renewal term and $300,000 for the second one-year renewal term.
