The Lee’s Summit City Council met December 13 to discuss these issues.

Summit Square III Apartments

Chapter 100 Incentive Request: Summit Square III Apartments
A public hearing was held on a Chapter 100 incentive request from NorthPoint Development LLC, the developer of the Summit Square III Apartments Project that will be located on 11.38 acres between Outerview Road and Northwest Ward Road, to the north of Northwest Chipman Road. This represents Phase 3 of the development which lies within the City’s targeted development area. Phase 1, (Summit Square Apartments), was completed in 2018 and Phase 2, (The Donovan Apartments), was completed in 2020. The $72.2 million project will consist of two buildings very similar in style to The Donovan, with 324 units and 562 parking stalls. It will include an integrated clubhouse, rock climbing wall and pool.

NorthPoint is requesting sales tax exemption on the purchase of qualified construction materials valued at $1,823,000 and real property tax abatement in years one through ten valued at $1,802,000.

Following the public hearing, council moved to second reading an ordinance approving the Chapter 100 Plan.

Tudor and Douglas Apartments

Chapter 100 Incentive Request: Tudor and Douglas Apartments
A public hearing was held on a Chapter 100 incentive request from Cityscape Residential, the developer of the Tudor and Douglas apartments that will be located on the southwest corner of Tudor Road and Douglas Street, west of Lee’s Summit North High School. The $65.7 million project lies within the City’s incentive policies targeted development area. The 13.2-acre project will consist of 358 units (studio, one and two bedroom) spread across eight four-story buildings, a clubhouse, pool, pickleball and bocce ball courts, business center, dog parks and parking that includes some detached garages.

The developer is requesting sales tax exemption on the purchase of qualified construction materials and real property tax abatement over 10 years. The total value of the combined incentive is $3,282,000 or 5% of the total development cost.

Cityscape Residential has extensive experience developing projects in the Kansas City area. The developer completed two projects in Lee’s Summit within the past five years; Meridian at View High and Elevate 114 in downtown Lee’s Summit.

Following the public hearing, council moved to second reading an ordinance approving the Chapter 100 Plan.

Raintree Village Senior Care

Chapter 100 Incentive Request: Raintree Village Senior Care
A public hearing was held on a Chapter 100 incentive request from Scenic Development LLC, the developer of Raintree Village, a retirement community that will be located on 12.6 acres north of Missouri 150 Highway, between Arboridge Road and Southwest Arborlake Drive.

The $48.3 million project will be developed in phases. Phase 1 will consist of a senior residential building with approximately 126 units (56 independent living units, 34 assisted living units and 40 skilled nursing beds), three dining rooms, a village center with shared amenities, an underground parking garage and ample green space and courtyards. Phase 2 is a memory care facility with five 12-unit cottages or households, a clubhouse, enclosed courtyards, raised gardens and patio spaces. Phase 2 will begin after Phase 1 has reached 92% occupancy.

The developer is requesting sales tax exemption on the purchase of qualified construction materials and real property tax abatement over 10 years. The combined incentive is $3,300,000 or 6.82% of the total development cost.

At full development, Raintree Village will create an estimated 100 full-time jobs with an average pay range between $55,000 to $65,000.

Following the public hearing, council moved to second reading an ordinance approving the Chapter 100 Plan.

2023 No Tax Increase Bond Initiatives
City Council heard a presentation on projects and needs that could potentially be addressed through a no tax increase bond proposal on the April ballot. The council gave feedback on each of the projects which were categorized under two of the Ignite Strategic Plan Critical Success Factors; City Services/Facilities and Infrastructure. After much discussion, several items were removed from the list with the objective to continue the discussion on the needs.

Proclamations Senator Mike Cierpiot, Representative Keri Ingle and Representative Jonathan Patterson
Mayor Bill Baird issued proclamations to Missouri State Senator Mike Cierpiot and State Representatives Keri Ingle and Jonathan Patterson. The proclamations recognize their efforts in securing $10.5 million for priority water and sewer infrastructure projects for the City of Lee’s Summit from the Missouri Department of Natural Resources State American Rescue Plan Act (ARPA).

The next meeting is December 20.
