The City of Raytown passed the 2023-24 Fiscal Year budget at a recent Board of Aldermen meeting on Tuesday, October 3, 2023. The City of Raytown Fiscal Year budget begins November 1, 2023 and concludes October 31, 2024.

The FY23-24 budget includes revenues and expenditures for the General and other basic funds: Capital Project Fund, Capital Sales Tax Fund, Parks, Public Safety Sales Tax Fund, Risk Management Fund, Sewer Fund, Storm Water Tax Fund, TIF Fund, and Transportation Sales Tax Fund. The proposed General Fund budget represents an increase of 15.93% over FY22-23.

Preparing the budget is a lengthy process. City Administrator Damon Hodges and City staff started working on the budget in June. Each department presented its budget to the board during several Committee of the Whole sessions prior to presenting the resolution to the Aldermen for adoption.

Several revenue funds increased due to grants. Most notably, Parks and the City’s Public Works Department have secured grants for four projects:

• A $4.3 million grant from the Missouri Department of Natural Resources American Rescue Plan Act for a storm water infrastructure project on 59th Street, totaling about $6 million.
• A $3 million Omnibus grant to redevelop the 53rd Street property.
• A $1 million grant from the Land Water Conservation Fund through the National Parks Service.
• A $167,475 grant from the Missouri Regional Preventative Maintenance program using MO Coronavirus Response and Relief Supplemental Appropriations for the Sterling Avenue resurfacing project.

Additionally, the budget includes an estimated $2.925 million for Capital Improvement Projects, which includes the start of four large projects by the City next year:

• Wildwood North sewer project
• 54th and Woodson storm water project
• Road resurfacing (of a major thoroughfare or neighborhood streets to be decided)
• 53rd Street property utility relocation

A new line item in the budget is the City’s participation in Mid-America Regional Council’s Household Hazardous Waste program that would allow Raytown residents convenient access to proper hazardous waste disposal. More details to follow in the coming months.
