The Lee’s Summit City Council met July 11 to discuss these issues.

Advanced Ordinances
The following three ordinances were advanced to the second reading:

An ordinance approving the tax increment financing contract and restated community improvement district cooperative agreement for the Discovery Park Project.

An ordinance approving the LCRA Redevelopment Agreement between Kevin Higdon Construction and the City.

An ordinance approving an amendment to the real estate agreement between the City and Archview Properties for the sale of property.

The Village at Discovery Park
Intrinsic Development presented a preliminary development plan and rezoning application for Zone 1 of Discovery Park located at the northwest corner of Northeast Douglas and Northeast Colbern Road. The proposed mixed-use development on 39.42 acres will include 585 apartment units, 80,400 square feet of commercial space (office/retail, restaurant), two four-story hotels with a total of 230 rooms, an animal hospital and pet spa. Apartment amenities will include a clubhouse, pool, cabanas, pond and trail. The hotels will be the first buildings to be developed in the project.

Council advanced to second reading an ordinance approving the preliminary development plan and rezoning application.

Lakewood Business Park Industrial Project
Ward Development, the developer for a business park proposed at the southwest quadrant of I-470 and Northeast Strother Road presented a conceptual economic development incentive request. The Lakewood Business Park Industrial Project would consist of eight buildings totaling 400,000 square feet. Target uses would be warehouse/distribution, light industrial and flex space. The developer is seeking sales tax exemption on construction materials and property tax abatement of 75% for the first 10 years and 50% for years 11 through 20. The value of the incentive package is approximately 11% of the total project cost of $60.7 million.
