On Apr. 4, 2019, at approximately 3:40 a.m., Officers were dispatched to a duplex in the 600 block of NE Chipman Rd., in regard to a neighbor causing a noise disturbance and acting erratically.

Officers found the male attempting to set fires inside of his house. Once the male learned of the officer’s presence, he barricaded himself in the residence.

Immediate neighbors were evacuated and the ESS (Emergency Services Squad) responded to the scene.

After approximately two hours the subject surrendered peacefully.

Investigators are talking to the subject to determine exactly what happened.
